Certification Requirements of the American Board of Permanent Cosmetics Compliance . . .

To Apply
Applicants must agree to:

• Abide by the Code of Ethics established by the Ethics Committee for the ABPC.

• Comply with all regulations that pertain to permanent cosmetics, including OSHA regulations, CDC guidelines, and city, state, and federal laws

Eligibility Requirements
In order to qualify for certification an applicant shall:

• Maintain a membership to the Alliance for Safe Practice

• Have received a high school diploma or its equivalent

• Be at least 21 years of age

Application Requirements
In order to qualify for certification an applicant shall submit a complete application package to the ABPC which shall include:

• Completed and signed application form

• Copy of applicant' driver's license or similar form of identification

• 100 hours of documentes d case histories

• Professional credentials (if applicable)

• List of physician referrals (Ophthalmologist, Dermatologist, Plastic Surgeon)

• Letters of recommendation

• Copy of consent and disclosure

• Copies of marketing materials and promotional items

Restrictions
Applicants are ineligible for certification or renewal of certification if the applicant:

Has been convicted of or pled guilty to a felony or misdemeanor involving moral turpitude in any federal, state, territory or District of Columbia court. Has been determined to have engaged in unprofessional conduct defined by the rules established by the Ethics Committee

Made a materially false or fraudulent statement in an application or other document relating to certification

Had a health-related license, certificate, or permit suspended, revoked, or not renewed or had any other disciplinary action taken, or had an application for a health-related license, certificate, or permit refused by a federal, state, territory, or District of Columbia regulatory authority for intentionally falsifying information.

Willfully or habitually violated the Code of Ethics as set forth by the Ethics Committee and the Committee for Certification Compliance and Review of the American Board of Permanent Cosmetics

Education
Education requirements for certification include

• Successful completion of a basic education program accredited by the Commission on Permanent Cosmetic Accreditation

• One year apprenticeship of permanent cosmetic practice, including at least 200 hours of practical operation supervised by an approved trainer

• Blood Borne Pathogen Certification and/or the equivalent (training in safety, sanitation, sterilization aseptic) and/or other practices necessary to prevent transmission of diseases and infection

Physician Referrals
Physicians are sometimes called upon to treat clients receiving permanent cosmetic procedures, specifically dermatologists, ophthalmologists, and plastic surgeons. Candidates sitting for board certification are required to submit the names and phone numbers of physicians they will refer their clients to if they choose and/or if necessary.

Practices
The Case History Assessment requires submission of documentation of 100 cases from the permanent cosmetic technician's own practice. The cases must include consent and release forms, diverse and complex enough to demonstrate exceptional knowledge, skills, and expertise in the full scope of the field of permanent cosmetics.
The Business Practice Assessment requires candidates to submit samples of documentation of business practices, including information the candidate presents to the public that pertains to marketing and communications regarding permanent cosmetics (i.e. consent forms, website information, marketing materials, advertisements etc.), description and photos of the candidate business(es), portfolio, etc.

Examinations
To become Board Certified, successful completion of the following examinations is required:
The Written Examination tests a broad range of topics, including sterilization and sanitation, blood borne pathogens, infection control, health considerations, communications, consent and disclosure, procedure preparation, procedure risks, color variables, technical applications, artistic considerations, diseases and disorders of the skin and hair, documentation, consultation topics and related disciplines.
The Practical Examination of the Board Certification process is a formal verification of the candidate's "hands-on" abilities, skills, and knowledge. Candidates are permitted to bring their own equipment for the practical examination, provided it is approved for testing by the ABPC. The candidate must demonstrate and acceptable level of competency in each of the following areas: Sanitation and Sterilization, Skin and Health Assessment, Anesthetic Application, Artistic Technique, Practical Performance, Client Management, Creativity, Symmetry, Design, Performance and Control.
In the Oral Examination, a team of experts question the candidate about a variety of challenges, artistic applications, and real world situations. Through the extensive interviews a high level of skill in problem solving, decision making, responsibility, creativity, and evaluation must be demonstrated.

Continuing Education
Continuing education hours are required to renew permanent cosmetic licensure or certification through the ABPC. The ABPC will review continuing education requirements for licensure every 24 months. Continuing education is required in the following areas:

• Health and Sanitation Standards - 4 hours

• Practical (hands-on) Education - 8 hours

• Theory - 12 hours

Board certified practitioners may not receive continuing education credit for attending the same course more than once per renewal period. Further, a copy of the certificate of completion for a course must be available for two years after the date of completion.
